Constitution passed
So far as Ireland is concerned, the Articles of Agreement with Great Britain have been ratified in the Constitution which passed the Dáil without a division on Wednesday.
Thus, the will of the Irish people as constitutionally expressed at the recent election, has been given legislative form. The debates on the Constitution have at times reached a very high level: they have been free from bitterness or raiméis.
They have, indeed, gone far to establish confidence in the Government, and they give hopeful premise of a future that is now almost entirely in our own hands.
The Minister for Home Affairs, who piloted the Bill though with singular ability, declared that if the Irish people thought more on it and the powers it conferred, there would be no turmoil or strife. The turmoil and strife have been our portion, however, for many months; normal conditions are being restored, but the lives lost cannot be recalled, and the country will have to foot the bill for the damage done.
The Constitution has yet to receive the ratification of the British Parliament. That there are certain elements of danger in the new situation brought about by the change of Government in England, it would be idle to deny. The nomination of the candidates for election in Great Britain will take place on November 4; the elections will be held on one day, November 15; and the new Parliament is expected to meet on Monday, November 20.
December 6 is the day fixed for the passing of the Irish Constitution into law and Mr. Bonar Law has declared that he will stand by the plighted word of the Government he has overthrown.
