An appeal by An Taisce has led to the refusal of 18 homes being built in Oughterard.
Paddy Healy was originally granted permission to build the houses last March, which was swiftly appealed by An Taisce who had concerns over their location.
An Bord Pleanala has now decided to refuse permission for the development in Lemonfield subject for four reasons.
